Brief Description of the Organization

Human Rights Lawyers Association (herein after referred to as “HRLA”) was established in 2008 with objective to strengthening the community of human rights lawyers as a driving force to promote and protect human rights and access to justice in order to institutionalize human rights norms in Thailand. HRLA’s work is divided into three areas including capacity building and networking, research and advocacy, and litigation with due regard to the rights and liberties of people from the stages of draft law up to application and interpretation of the laws, including monitoring and balancing of the State power in order to vigorously protect the rights and liberties of people. Over the past years HRLA’s programs become more strengthened with more participation of young lawyer members, growing memberships, and expanding the network to lecturers from universities and students especially in law faculty.

HRLA’s strategic litigation was able to set precedence recognizing rights and remedy for rights violations, although the cases are still ongoing at level of appeal, cases include court decision in torture of Yala student case ordering Royal Thai Army to pay compensation for unlawful detention and torture is landmark decision regarding rights to remedy for victim of torture, and in the case of villagers v. Energy Regulation of Thailand where the court order to temporary terminate building of electric power plant project until court decide on the matter taken into account villagers’ rights to participate in the preservation and management of local environment.
