Each AICHR representative is appointed by his or her government. The process of appointment differs in each country. Only Thailand and Indonesia have adopted an open and competitive selection process.

Cambodia

H.E. Mr. Srun Thirith (2013-current)
Mr. Thirith is a member of the Cambodian Human Rights Committee and the Cambodian Government Jurists Council, in charge of drafting and reviewing laws and policies and providing legal expertise to public institutions. Until 2009, he was a Government Official for the Office of the Council of Ministers. He has a Bachelor of Law degree from the University of Law, Phnom Penh, Cambodia and a Master of Public Policy from Flinders University, Australia. Mr Thirith replaced Cambodia’s former Representative, Dr. Om Yentieng, in April 2013. Cambodia’s Representatives to AICHR are appointed by the Ministry of Foreign Affairs and International Cooperation of Cambodia.

Indonesia
H.E. Rafendi Djamin (2009-current)
Mr. Rafendi Djamin is the Executive Director of the Human Rights Working Group (HRWG), a coalition of Indonesian human rights NGOs. He has been active in the Indonesian human rights movement since his arrest and detention under the Suharto regime. He holds a M.A. in Development Studies. This is his second term with AICHR.

The Indonesian Minister for Foreign Affairs appoints the Indonesian AICHR representative based on the results of an open and competitive selection process. The selection team includes representatives from the Ministry of Law and Human Rights, the National Human Rights Commission, Indonesian media, and the Ministry of Foreign Affairs. The process for selecting Indonesia’s 2013-2015 Representative involved a call for applications to which only two candidates responded. Interviews were carried out by the Indonesian Foreign Ministry in early October 2012 and a decision was announced in January 2013.

H.E. Mr. Phoukhong Sisoulath
H.E. Mr. Phoukhong Sisoulath is the Project Manager for the Department of Treaties and Law in the Ministry of Foreign Affairs. He served as alternate and assistant to the AICHR Representative for the 2009-2012 term, H.E. Mr. Bounkeut Sangsomsak. This is Mr. Phoukhong Sisoulath’s first term with the AICHR.

Malaysia
H.E. Mr. Dato’ Sri Muhammad Shafee Abdullah (2009-current)
Mr. Shafee Abdullah has been a Legal Advisor to the Malaysian government (Unmo) since 1988. From 2004-2010, he was the Commissioner of the Human Rights Commission of Malaysia (SUHAKAM) and chaired the Law Reform and International Treaties Working Group. He has his own law practice, Messrs Shafee & Co, in which he is involved in litigation covering criminal, civil, constitutional, and human rights issues. Mr. Shafee Abdullah holds a Doctorate in Law. This is his second term with AICHR. Malaysia’s Representatives to AICHR are appointed by the Prime Minister upon the recommendation of the Malaysian Foreign Ministry.

Myanmar
H.E. Mr. U Kyaw Tint Swe (2009-current)
Mr. U Kyaw Tint Swe is the Vice-Chairman of the Myanmar National Human Rights Commission (NHRC). Prior to this position he served as the Permanent Representative of the Permanent Mission of the Union of Myanmar to the United Nations from 2001-2009. From 1997-1998, he was the Acting Director General/ Director General of the Ministry’s ASEAN Department. He received a bachelor’s degree from the University of Yangon and a post-graduate diploma in International Relations and Development at the Institute of Social Studies. This is his second term with AICHR. Myanmar’s appointment process for its AICHR Representative is unknown.

The Philippines
H.E. Ambassador Rosario Gonzales Manalo (2009-current)
Ambassador Rosario Manalo is a Senior Foreign Service Adviser to the Secretary of Foreign Affairs of the Philippines. She chaired the High Level Task Force to draft the ASEAN Charter in 2007 and was also a member of the High Level Panel that drafted AICHR’s Terms of Reference. Ambassador Manalo has served as Ambassador to the Kingdom of Belgium, Portugal, and Estonia. She lectures on international and Asian studies at the University of the Philippines, the National Defence College of the Philippines, and Ateneo de Manila University. She holds a Masters of Public Administration and a Masters in International Law and Diplomacy. This is her second term with AICHR.

Singapore
H.E. Ambassador Chan Heng Chee (2013-current)
H.E. Amb. Chan Heng Chee served as Ambassador to the United States from 1996 to 2012. Prior to this position, the Ambassador was the Executive Director of the Singapore International Foundation and Director of the Institute of Southeast Asian Studies. She was Permanent Representative to the United Nations from 1989 to 1991. During this time she concurrently served as High Commissioner to Canada and Ambassador to Mexico. Ambassador Chan holds a Doctorate in Political Science. This is her first term with AICHR. The Singapore AICHR Representative is appointed by the Cabinet.

H.E. Dr. Seree Nonthasoot (2013-current)
Dr. Seree Nonthasoot is an international law expert and is currently Legal Counsel to the State Enterprise Policy Office within the Ministry of Finance. He was a member of the AICHR-appointed ASEAN Human Rights Declaration drafting group. He is a member of the law faculty at Chulalongkorn University. He holds a DPhil in Law. This is his first term with AICHR. Thailand’s Representatives to AICHR are appointed by the Cabinet, based upon the recommendation of the Foreign Minister. The Foreign Ministry conducts a competitive process to select the Representative. The position is advertised and members of the public are able to nominate candidates.
