The first half day of this meeting was dedicated to a discussion on the Terms of Reference between the High Level Panel and ASEAN human rights CSOs, including the Working Group on an ASEAN Human Rights Mechanism, the Network of 4 National Human Rights Institutions (NHRIs) and Solidarity for Asian Peoples Assembly (SAPA). Thailand emphasized the importance of the establishment of a Commission as a contributing towards creating a more people-centred ASEAN Community. The High Level Panel then went on, in closed session, to discus some elements of the Terms of Reference, including the preamble, purposes and principles of an ASEAN Human Rights Body.
The theme for the 1st ASEAN Forum on Migrant Labour was, 'Follow-up to the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers A Way Forward to Operationalizing the Declaration .
ASEAN Foreign Ministers announced the establishment of the ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW) with two purposes: 1. Ensuring the effective implementation of the commitments made under the Declaration; and
2. Facilitating the development of an ASEAN instrument on the protection and promotion of the rights of migrant workers. ACMW is to be comprised of one senior representative from each of the ASEAN Member States' Ministries of Labor, as well as a representative from the ASEAN Secretariat.
ASEAN Heads of State signed the Declaration on the Protection and Promotion of the Rights of Migrant Workers.
The ACWC Indonesia Representatives, in preparation for ACWC's 3rd meeting in Solo, held a dialogue with CSO and government institutions.
